Arnold Morton, a mentally disturbed surveillance expert, has been following Hunter for weeks. He emulates Hunter and wants to be his equal infighting crime and "cleaning up the city". Arnold's surveillance on another job leads him to a murder committed by a Dr . Pierpont. He phones Hunter and gives him the "anonymous tip" which Hunter goes after.
