Energy Earmarks Drawing Criticism

A spending bill nearing final action in Congress contains nearly half a billion dollars for energy projects that the Obama administration didn’t request. Critics say the projects will distract the Energy Department as it attempts to administer stimulus funds. WSJ's Stephen Power explains.
