He was actually Satan and controlled whatever evil took place there. He planted the ideas in Louis' head to bury Church, which lead to him burying Gage there, etc. Every time someone died, Jud brought them back but nobody ever suspected him. When Gage killed him, he secretly came back and continued his work (getting Louis to bury Rachel, then Rachel to kill Louis).
