    U.S. Housing and Urban Development Secretary Steven Preston talks with Bloomberg's Matt Miller and Erik Schatzker from Washington about concerns over the new housing legislation and the outlook for implementation of the foreclosure-prevention program. President George W. Bush signed into law today a bill aimed at helping 400,000 homeowners facing foreclosure and halting a free-fall in housing prices. The measure provides federal insurance for refinanced 30-year mortgages for homeowners struggling to make their monthly payments and extends a lifeline to Fannie Mae and Freddie Mac.
