Typhoon "PARMA" in the Philippines

LEGAZPI CITY, ALBAY - This city was one of the first cities to be affected by typhoon "PARMA" (Local Name: PEPENG). Public Storm Warning Signal # 1 is raised here in Albay and Signal #2 in some other provinces. The storm is said to be as strong as a Category 5 hurricane since it is nearing its strength to 210kph winds. Winds and rains are scattering across the city and this storm is to make landfall on the northern part of the Philippines. Evacuation was done especially the families near Mayon Volcano due to mudslides or lahar flow especially in the nearby town of Daraga and in some other flood-prone areas. As you can see in this video (Filmed at around 4pm Local Time) the winds and rains on the city, the situation on the public market especially the ones on top floor and the trees swaying. We expect many people there in the market since many of them are buying ready-to-eat food and water and so as in the nearby malls. A "state of calamity" has been declared.
